Portugal reformed its program in 2023. Direct purchase of residential property is no longer a valid route. These are the investment paths currently available.
Portugal eliminated residential property purchase as a residency route in 2023. This page presents the investment routes currently in force, which NO LONGER include direct property purchase.
CURRENT INVESTMENT ROUTES
Available investment routes in 2024–2025
Following the 2023 reform, the Portuguese program focuses on productive, cultural and scientific investment. None of the current routes involve direct residential property purchase.
Private equity or venture capital funds
Investment in venture capital or private equity funds that invest in Portuguese companies. The fund must be registered in Portugal with a minimum term of 5 years.
Donation to cultural or artistic projects
Donation to artistic production projects, recovery of cultural heritage or maintenance of national heritage, approved by the competent authorities.
Donation to scientific research
Donation to scientific research activities carried out by public or private research institutions integrated in the national scientific and technological system.
Company creation with employment
Incorporation of a company in Portugal creating at least 10 full-time jobs. The company must be domiciled in Portugal.
PROGRAM CONDITIONS
Minimum stay and path to citizenship
- Minimum stay of 7 days in Portugal during the first year of residency.
- Minimum stay of 14 days in Portugal in each 2-year renewal period.
- Renewable residence permit every 2 years, subject to maintaining the investment.
- Access to the Schengen Area and free movement across EU member states.
- Path to Portuguese citizenship: verify with local lawyer — exact number of years under regulatory review.
